China’s Parliament, the National People’s Congress (NPC), concluded its annual session with a resounding call to rally behind President Xi Jinping amidst economic challenges. For the first time, the session omitted the Premier’s press conference, signaling a departure from tradition.
The NPC, often criticized as a rubber stamp Parliament, endorsed the annual budget with a moderate five per cent official target and a significant USD 232 billion defense spending, emphasizing modernizing the military.
Members of the NPC and the Chinese People’s Political Consultative Conference (CPPCC) emphasized unity behind Xi’s leadership amid internal and external challenges, including economic slowdown and declining business sentiment.
Premier Li Qiang, a close ally of Xi, presented his maiden work report to the NPC but skipped the customary press conference. This move, previously a tradition since 1988, raised eyebrows as it provided a platform for addressing national and international media queries.
The absence of the Premier’s press conference, coupled with a shorter NPC session, signifies a structural shift within the Chinese Communist Party (CCP), consolidating power under Xi’s leadership, according to experts.

NPC’s notable legislation included passing the “Organic Law of the State Council,” aligning with Xi’s vision of centralizing authority. Foreign Minister Wang Yi dismissed pessimism about China’s economic slowdown, highlighting its resilience as a growth engine.
During the session, Chinese officials addressed concerns over rising unemployment, prioritizing employment stabilization and improving livelihoods. Xi stressed the importance of developing new productive forces and fostering common prosperity for all as pillars of Chinese modernization.
The NPC 2024 session reflects China’s strategic priorities under Xi’s leadership, navigating economic challenges while consolidating power domestically and projecting strength internationally.
